

Deputy Superintendent Named
SOUTH CHARLESTON – Colonel Howard E. Hill, Jr., Superintendent of the West Virginia State Police, has recently appointed Lieutenant Colonel David G. Williams as the new Deputy Superintendent. Effective July 16, 2003, LTC Williams will be promoted to the temporary rank of Lieutenant Colonel and be transferred from his former position as Director of Special Operations, where he held the rank of Captain.
LTC Williams enlisted in the State Police on January 4, 1983. After graduation from the Academy, LTC Williams was stationed in Logan. In April 1989, LTC Williams transferred to Executive Protection, where he served on the Governor’s security detail. In October 2001, LTC Williams was appointed to the position of Director of Special Operations and promoted to the temporary rank of Captain, where he currently serves.
LTC Williams will be replacing LTC Carl G. White, III, who recently retired after 25 years of service.
Other appointments made by the Superintendent include:
Captain Greg K. Barnett as Director of Special Operations. Captain Barnett is currently the executive officer of Troop 4 and holds the permanent rank of first lieutenant.
Captain David W. Skeen as Director of Planning & Research/Promotional Officer. Captain Skeen is currently a planning officer and holds the permanent rank of first lieutenant.
Both Captain Barnett’s and Captain Skeen’s appointments become effective on July 16, 2003.
