are of great importance to you as a
student. They have been carefully designed to help regulate and
influence your Academy life.
Remember that as a police officer, you are a leader and will be required
to give orders to the
public. But you must first learn to obey, before you can expect
to lead. Cheerful and willful
obedience to the policies and procedures are essential to your Academy
life. Be prompt,
courteous, and most of all, professional in all your Academy related
actions.

The function of the Academy and all the staff is to provide
the opportunity
for the student to learn the maximum amount in the minimum
time span, to learn
in the most effective, efficient, and lasting manner;
the knowledge and skills that
will increase his/her ability to perform in a professional
manner.
It is the duty of the Uniformed Staff to provide discipline,
instruction,
assistance, and any other professional services which may aid
the student in
learning.
It is the duty of all attendees of training programs to
adhere to all rules and
regulations governing the operations of the State Police Academy.
II. POLICIES AND PROCEDURES OF THE WEST VIRGINIA STATE POLICE ACADEMY
A. DEFINITIONS
1. ACADEMY - The entire 24 acre State Police
Academy
grounds, including the heliport and Troop 4 Headquarters, the Maintenance
Shop, and
the K-9 training area.
2. ACADEMY PROBATION - A period of improvement designated by the Director of Training in writing following academic failure, skills testing failure, or any other violation of the Academy Operational Policy and Procedure.
3. ASSISTANT DIRECTOR OF TRAINING - West Virginia State Police assistant officer to the Director of Training.
4. BASIC TRAINING CLASS - Curriculum approved by the Governor’s Committee on Crime, Delinquency, and Correction for entry-level training.
5. BASIC TRAINING STUDENT - Any State, County, Campus, or Municipal police officer assigned to the Basic Police Officers’ class for a training program.
6. CADET CLASS - Curriculum approved by the Superintendent, West Virginia State Police, and the Governor’s Committee on Crime, Delinquency and Correction for entry-level training of State Police officers.
7. CADET STUDENT - State Police students assigned to the Cadet class for a training program.
8. CAFETERIA - The area where students and staff eat. Does not include the kitchen.
9. CLASS SUPERVISOR - Staff officer(s) assigned the responsibility of individual class training programs; i.e., Cadet, Basic, In-Service, Special, etc.
10. CURRICULUM/ADJUNCT COORDINATOR - Staff officer assigned to deal with curriculum development and adjunct faculty.
12. ENTRY-LEVEL STUDENT - Any student in a Cadet, Basic, or entry-level program.
13. FIELD OFFICER TRAINING COORDINATOR - Staff officer assigned to facilitate development of the Field Officer Training Program.
14. FIRING RANGE - Area north of the parking lot used for Firearms Training.
15. GUEST - Any person other than a student staying overnight at the Academy with permission of the Director of Training or Staff Officer.
16. IN-SERVICE CLASS - Curriculum approved by the Superintendent, West Virginia State Police, for advanced level training for State, County, Municipal, or other police officers.
17. IN-SERVICE STUDENTS - Any State, County, Municipal, or other police officer assigned to the In-Service school for a training program.
18. INSTRUCTORS - Both uniformed and civilian personnel who teach at the Academy. In any RULE concerning an instructor, it applies equally to both.
19. KITCHEN - Area behind the steam table where food is prepared. Also includes the food storage area.
20. LOGISTICS OFFICER - Staff officer assigned to oversee procurement, fleet management, and maintenance of the Academy.
21. MANUAL OF OPERATIONAL POLICIES, AND PROCEDURES OF THE WEST VIRGINIA STATE POLICE ACADEMY - A manual outlining the rules, regulations, policies, and procedures of the West Virginia State Police Academy adopted by the West Virginia State Police Academy Staff on May 10, 1978, amended September 30, 1982, January 1, 1985, March 1, 1987, October 1, 1988, March 9, 1990, May 1992, November 1994, May 1996, May 2000.

23. PHYSICAL TRAINING COORDINATOR - Staff officer assigned to facilitate the Physical Training curriculum.
24. SCENARIO - BASIC TRAINING COORDINATOR - Staff officer assigned to oversee all scenario-based/interactive training.
25. SPECIAL CLASS - Any class other than ones defined, which curriculum is approved by the Superintendent, West Virginia State Police, or head of the agency of personnel being trained; i.e., supervisory, youth schools. May be at any level of training.
26. SPECIAL STUDENT - Any police officer or person assigned to a special school conducted at the Academy; i.e., supervisory, command, or other special school.
27. STAFF - State Police officers assigned to the State Police Academy.
28. STUDENT - Any person assigned to the Academy for a training program.
29. TOURS - Bona fide tours of Academy with permission of the Director of Training or Staff Officer.
30. TRAINING OFFICER - State Police officer in charge of a training program(s).
31. TRAINING STAFF SUPERVISOR - Staff Officer assigned to supervise the training staff.
32. WEAPONS TRAINING OFFICER - Staff Officer
designated by the Director of Training in charge of the Firing Range and
of weapons training.

1. ALL students will be clean and neat at all times, except during fatigue details, i.e., work details, firearms training, self defense, or other details that a Staff Officer might designate.
2. ALL entry-level students will adhere to the hair code promulgated by the Director of Training. Students will be expected to report for courses with the proper hair style. If duty assignment requires a different appearance, special permission may be granted. A copy of the code will be posted on the bulletin boards during the first week of each of the entry-level classes.
3. ALL entry-level students will adhere to the dress code established by the Director of Training.
4. ALL entry-level students required to wear uniforms will wear uniform properly, i.e., tie on, buttons buttoned, zippers zipped, hat on outside, etc., and all uniforms will be clean and neat at all times.
5. ALL students will shower and shave on a daily basis. Students who are certified by a physician to have certain medical conditions may be excused from the daily shaving requirement with permission from the Director of Training.
6. FEMALE students shall have their hair styled in such a manner that the ears are visible and no part of the hair touches the shirt collar. If bangs are worn, they shall be at least one-half inch above the eyebrows. Bobby pins and/or hair clips shall not be visible. Colored nail polish shall not be worn while in uniform. Clear nail polish is permitted.
7. ALL students are prohibited from wearing any visible jewelry, adornment, or decorative accessory, except for one (1) wedding ring/engagement ring combination.
8. ALL residential students shall be dressed in a shirt, tie, and dress slacks when reporting to and departing the Academy. Female students shall wear a dress, pant suit, or other appropriate dress clothing.

1. Will be kept in immaculate condition at all times, ready for inspection.
2. All clothing will be in proper place. A diagram is provided in the back of this booklet.
3. When changing clothes for scullery, range, or other details, clothing will be properly stored leaving the room in condition for inspection.
4. Bedroom drapes and/or blinds will remain open except when the student is changing clothes, or during sleeping hours.
5. Bedroom doors will remain open at all times except when a student is changing clothes.
6. No photographs will be displayed in any room.
7. Televisions are provided in designated areas. No televisions or stereos will be permitted in living quarters.
8. One radio per room may be permitted. Volume is to be maintained at low level. Radios are to be turned off when the room is unoccupied and when taps are played.
9. Radios may be used prior to morning inspection, lunch hour, and evening recreation times only.
10. No cellular telephones, portable telephone(s), pagers, video cameras, wrist watches with internet capability, or other two-way communication devices are allowed in student quarters.
11. Students will not have perishable food or drink in their quarters except fruit from the Cafeteria which must be consumed the same day as taken.
12. Students that bring computers and/or word processors will not play games, except during the evening recreation period, and will not have displayed or have readily displayable, artwork or pictures which are of naked or partially naked people or vulgar or distasteful items.

D. COURTESY AND DISCIPLINE
1. ANY order from a Staff Officer or instructor will be obeyed as if given by the Director of Training.
2. ALL entry-level students, when directed by the Director of Training, Training Officer, or Staff Officer, shall fall into designated formations.
3. ALL entry-level students, when addressing anyone other than other entry-level students outside the classroom, will stand at parade rest during the conversation.
4. ALL entry-level students, when responding to an instructor, Staff Officer, or Training Officer, and civilian staff shall answer “Yes, Sir” and “No, Sir” or “Yes, Ma’am” and “No, Ma’am”.
5. ALL entry-level students, when addressing an instructor in the classroom shall preface with “Sir” or “Ma’am” and proceed with his/her question.
6. ALL entry-level students shall not place their hands in any shirt, jacket, or pants pockets while standing at any time.
E. TOBACCO USAGE
1. Tobacco usage in any form is prohibited in the following areas by ALL students.
a. Inside all Academy buildings.
b. Any other area(s) designated by NO SMOKING signs or any area designated by the Director of Training.
c. During outside classes and work details, except by permission of Staff Officer.
d. Cigarettes, cigars, pipe tobacco will be disposed of in ashtrays, cigarette urns, or receptacles designated. Tobacco and snuff cuds will be flushed down commodes.

1. Violations of State or Federal statutes are prohibited.
2. All alcoholic beverages (beer, wine, or whiskey of any sort or kind) is prohibited, unless for classroom instruction.
a. Any student/guest appearing at the Academy and displaying any physical evidence of using or consuming any drug(s), except those prescribed by a licensed physician, or any alcoholic beverage, may be dismissed from the Academy.
b. No person(s) will be permitted at the Academy who displays physical evidence of using or consuming any drug(s) or any alcoholic beverage unless under the control of an instructor, Staff Officer, or Training Officer.
c. Any student appearing to be under the influence of alcohol and/or drugs may be subjected to drug testing, intoxilyzer examination, or any other medical examination.
3. Students will not fraternize excessively or become involved romantically or sexually, either while on or off-duty, with other students or Uniform Staff while participating in any training program.
4. Students will not use profane or unacceptable language.
5. Students will at NO TIME parade, walk through, or be in the common areas of the dormitories without being clothed.
6. Students will be clothed at all times except when showering or changing clothes in their own dormitory rooms.
7. Students shall adhere to the following Core Values:

8. ANY entry-level student, special student, or guest designated by the Director of Training or Staff Officer may be dismissed for:
a. Cheating on an examination or skills test.
b. Intoxication at the Academy.
c. Any felony arrest not arising out of job-related activity.
d. Any serious misdemeanor arrest, i.e., hit and run, driving while intoxicated.
e. Larceny.
f. Vandalism.
g. Failure to meet the academic standards of the Academy.
h. Gross dishonesty.
i. Violating Policies and Procedures of the Academy.
j. Failure to obey an order of the staff.
k. Drinking any intoxicant or taking drug(s) not prescribed by a physician.
l. Gambling at the Academy.
m. Reporting to the Academy after drinking any intoxicating beverages.
n. Failure to project the professional demeanor of a law enforcement officer.

p. Failure to achieve a passing score on any skills testing.
9. A student who is terminated from a training program may appeal such termination, except for academic failure, by making a written appeal to the Superintendent of the West Virginia State Police within three (3) working days of the effective date of the termination. The student may continue in the program until the Superintendent makes a decision on the appeal.
10. The Superintendent’s decision is final. However, any student, other than a Cadet, aggrieved by the Superintendent’s decision, may appeal said decision to the Governor’s Committee on Crime, Delinquency and Correction.
I. SEXUAL HARASSMENT
1. Definition - For the purpose of these Operational Policies and Procedures, sexual harassment shall be defined as unwelcome sexual advances, requests for sexual favors and other verbal or physical conduct of a sexual nature when: submission to such conduct is made explicitly or implicitly a term or condition of employment; submission to or rejection of such conduct is used as the basis of employment; or such conduct has the purpose or effect of substantially interfering with work performance or creating an intimidating, hostile or offensive work environment.
2. Sexual harassment of members and civilian employees of the West Virginia State Police, instructors and students, constitutes conduct of an unacceptable nature and is prohibited within the working environment of the Department and is strictly forbidden.
3. ALL students have the responsibility to report all incidents of sexual harassment, and to fully cooperate in any investigation.
4. The Director of Training or his/her designee shall initiate appropriate disciplinary action against any student who violates this policy.

H. DUTY HOURS
1. Residential/Entry-Level students are restricted to the Academy at all times, except with permission of a Staff Officer.
2. By the last note of Taps, all students will be in bed with all lights out.
I. OFF-LIMITS
1. Use of the recreation facilities will not be permitted during class hours unless permission is granted by a Staff Officer.
2. Female quarters are off-limits to male students and male quarters to female students, unless permission is granted by a Staff Officer except FIVE minutes prior to inspection. Students are permitted to form study groups.
3. Students are permitted to study in their bedrooms, classroom and library. Male and female students are permitted to study together but not in living quarters.
4. Academy business phones are not for student personal
use. Pay phones are provided in Buildings “A”, “B”, and “C”.
Pay phones may be used only with the approval
of a Staff Officer.
5. Cafeteria and Kitchen are off limits except during meals, coffee breaks, and clean-up details.
6. The parking lot, Academy Drive and all areas north of Academy Drive are off-limits except for classes, night security, and by permission of a Staff Officer.
7. Medical Clinic and secretarial offices are off-limits except by permission of a Class Supervisor or other Staff Officer.
J. FORMATION
1. ALL students, unless otherwise ordered by the Director of Training or a Staff Officer shall attend and fully participate in all formations. Students will not chew gum or anything else while in formation.

K. VISITORS
1. Students shall not receive visitors except by special permission of a Staff Officer.
2. ALL visitors shall report to the office of the Assistant Director of Training.
L. ACADEMIC REQUIREMENTS
1. ALL students shall be required to meet the academic policies promulgated by the Superintendent, West Virginia State Police, or Director of Training.
2. ALL students are required to maintain an academic average of 70% in order to graduate from the Academy. A grade of 70% is considered passing on all examinations. Students shall attain a passing grade on all examinations. Cadets enrolled in the Marshall Degree Program shall attain a 75% on all examinations.
3. All students shall attain a passing score on all skills tests. Students shall attain a minimum score of 75% on skills tests that are graded in percentile, otherwise, they must pass according to the scoring dimensions employed by the trainer. Students shall be given a maximum of three (3) attempts to attain a passing score on any skills tests.
4. Students have examinations on the following subjects and others designated by the Director of Training, or the Governor’s Committee on Crime, Delinquency and Correction.

5. Subjects such as Firearms, Mechanics of Arrest, Restraint and Control, and Accident Avoidance are part of the academic curriculum and a passing score must be maintained but these grades are not included in determining the overall average for class standings.
G. CLASSES
1. Students shall attend all classes and class functions unless they have permission to be absent from the Director of Training or Staff Officer. Work missed while absent shall be made up.

3. Entry-level students who miss more than 5% of classroom instruction may be dismissed from the training program at the discretion of the Director of Training.
4. All students shall report to class at the designated
time.
Requests for reasonable accommodations based
on a disability recognized under the Americans with Disabilities Act shall
be reviewed and/or approved by the Director of Training.
N. FIREARMS AND RANGE
1. NO firearms are allowed in any dormitory except with the permission of the Director of Training, Weapons Training Officer, or Staff Officer.
2. NO live or empty rounds of ammunition will be permitted at the Academy (except on the Range or locked in the student’s vehicle) without permission of the Director of Training, Weapons Training Officer, or Staff Officer.
3. Dry firing indoors is not permitted except by permission of the Director of Training, Weapons Training Officer, or Staff Officer, and only then, with a member of the staff supervising.
Once a weapon has been issued, it shall not be removed from the holster or handled unless directed by the instructor or Staff Officer. Academy weapons shall not be removed from the Academy complex.
4. Violations of the above shall result in disciplinary action and may result in dismissal from the Academy.
5. The Firing Range is used primarily for:
a. Instruction of Academy students and In-Service qualification. This instruction and qualification shall be supervised by the Weapons Training Officer or other qualified Staff Officer.

c. Hosting or sponsoring specified pistol matches, Governor’s Pistol Match, Inter-Departmental, or other invitational matches, restricted to law enforcement officers.
d. Qualifications for other agencies provided a qualified Firearms instructor is present as determined by the Weapons Training Officer. Internal Revenue Service, Postal Inspectors, Bureau of Alcohol, Tobacco, and Firearms, Tax Department, Secret Service, Federal Bureau of Investigation, and Drug Enforcement Administration.
e. Other individuals or organizations under proper supervision as determined by the Director of Training.
6. Weekend use of the Range is permitted for any State Police member or members of other law enforcement agencies provided:
a. Persons using the Range have completed an approved Firearms Training Course.
b. Persons using the Range must have previously provided the Weapons Training Officer the names of all shooters, staff officer, certified range officers, and dates.
c. One person shall be held responsible for the safety of all shooters using the Range and be responsible for any and all damage that may occur from use or misuse.
7. Students in Firearms Training will qualify with the minimum score of 75%. Those who fail to qualify are given three (3) attempts to obtain a qualifying score.

1. Entry-level students desiring to resign from the Academy shall report to the Director of Training, Class Supervisor, or Staff Officer and turn in all issued equipment.
2. The student shall prepare a detailed letter explaining the reason for the resignation, Through Channels to the Director of Training.
3. Exit interviews shall be conducted by the Class Supervisor, Director of Training, or Staff Officer with specific detailed information recorded by the Staff Officer.
P. VIOLATIONS
1. ANY violation(s) of the Academy “Policies and Procedures” may result in:
a. Disciplinary action(s).
b. Academy probation.
c. Dismissal.
Q. WITHDRAWALS - INJURY - ILLNESS
1. Withdrawal from the Academy may be necessary because of injury or extended illness.
2. Re-entry to the Basic Police Training Program shall be at the discretion of the Director of Training.
R. GRADUATION
1. Students satisfactorily completing an entry-level training program shall participate in graduation ceremonies unless otherwise authorized by the Director of Training.
2. A certificate of course completion shall not be awarded until all issued supplies are returned and/or compensation received for item(s) replacement.
3. The student’s official agency uniform shall be worn for graduation ceremonies unless authorized by the Director of Training.

A. SCHEDULES
1. Daily and weekly schedules, work details, menus, and other necessary information will be posted on the bulletin board in the classroom buildings and dormitories. The bulletin board shall be read twice daily.
2. Daily schedules will be covered in orientation and copies posted on each bulletin board.
B. FIRE PROCEDURE
1. In case of fire, the person discovering it shall immediately sound the alarm. The alarm system in the dormitory will be activated.
2. The person occupying rooms in Building “A”, Rooms 111 - 120 and 211 - 220 shall exit via the north stairway. Rooms 101 - 110 and 201 - 210 shall exit via the south stairway.
3. Persons occupying sleeping quarters in Building “B” shall exit at either the northwest or southeast stairway.
4. The students occupying rooms in Building “C”, Rooms 201 - 206 inclusive shall exit via the southeastern stairway. Students occupying Rooms 207 - 212 shall exit via the northwestern stairway.
5. Upon vacating the building, students shall proceed in an orderly manner to the Maintenance Building area. The O.D. shall see that the class “falls in” and shall account for all.
6. The Uniformed Staff officer shall notify a fire department to respond, if appropriate.
C. SICKNESS AND INJURY
1. Students shall immediately report any sickness or any injury to a Staff Officer.
a. Cadets shall complete Department Form 26 for all illnesses and injuries incurred either on or off-duty.

2. The medical bill arising from any injury sustained on-duty will be paid for according to the student’s organizational procedures. Forms provided for that purpose and a typewritten report of any injury shall be delivered to the Class Supervisor as soon as possible.
3. Students shall not bring any medication or prescription drugs to the Academy or take any medication or prescription drug while at the Academy without notifying a Class Supervisor or Staff Officer in writing and the Medical Unit.
4. Resident Student Illness and Injury Procedures
a. The following is a step by step procedure to be followed by all resident students at the West Virginia State Police Academy. If any resident student is sick or injured and feel they need medical attention they will:
(1) Notify the Officer of the Day (O.D.)
(2) The O.D. will then notify their Class Supervisor immediately.
(a) If the Class Supervisor is not available, the O.D. will notify the Staff Officer on Duty.
(3) The Staff officer will then make arrangements with Medical Unit to facilitate an appointment for the student.
(4) The Staff Officer will then notify the sick or injured student through the O.D. as to the time of their appointment.
(5) Upon completion of the students medical visit, the student will notify the Staff officer on Duty verbally of the results of their visit.

(7) The student will provide their Class Supervisor with a written “Medical Excuse” which will be provided by the Medical Unit immediately following the visit.
D. MILITARY PROCEDURES
1. The West Virginia State Police Academy is a para-military facility. Military courtesy shall prevail at all times.
2. Students shall fall into formation at the position of attention. The student shall remain at attention until given another command by a Staff Officer.
a. At the sounding of Call to Colors, students shall fall into their appropriate formations.
b. At the first note of the National Anthem and/or Retreat, the O.D. shall give the command “Present Arms”. Each student will then render the hand salute.
c. Upon completion of the National Anthem and/or Retreat, the O.D. shall give the command “Order Arms”. Each student will then complete the hand salute command, briskly lowering their hands to their sides.
d. The O.D. shall then give his/her respective class members the appropriate command for that formation, i.e., facing movement, parade rest, at ease, or dismissed.
e. The O.D. shall keep his/her formation at attention until the colors have been returned and placed under cover.
3. When the Director of Training or other commissioned officer(s) enter(s) hallways or rooms where student(s) are present, the command shall be “Attention.”

5. Students running outside shall slow to a walk six (6) paces from an approaching commissioned officer(s) and shall resume running after passing.
E. INSPECTION
1. The Academy Staff may at any time perform administrative inspections and/or searches for security and/or violations of Academy Policies and Procedures. All classrooms, classroom furniture and fixtures; all sleeping quarters, furniture and fixtures; and all facilities owned and controlled by the West Virginia State Police are subject to this search as are all personal belongings and articles of student/guest staying at the Academy. NO property of the Academy or student/guest is to be secured unless directed by an Academy Staff officer. Under these conditions it should be understood that there is no real or assumed expectation of privacy.
2. Each student shall stand in the hall beside his/her door during inspection or as directed by the Staff Officer. The O.D. shall stand at the south end of the hall and call the class to attention when the inspecting Staff Officer arrives. The class shall remain at attention until the officer has completed his/her inspection or directs otherwise.
3. Discrepancies found during inspection shall be corrected by 10:30 a.m. daily or at any other time specified by a Staff Officer.
F. CLASSROOM DEMEANOR
1. Each student shall be in a position of parade rest behind their desk prior to the instructor entering the classroom. A designated student shall call the class to attention upon the arrival of the instructor. The class shall remain at attention until the instructor directs otherwise.

G. CAFETERIA
1. During mealtime, if a commissioned officer enters the Cafeteria, the first student to see him/her shall give the command “At Ease”. All students shall immediately stop eating and sit at attention until directed otherwise, i.e., “Carry On”, or “As You Were”. This procedure shall not be followed if a commissioned officer of lesser rank enters after a commissioned officer of high rank has already entered and has been recognized. A particular commissioned officer will receive this recognition only once during the meal time.
2. After obtaining their food in the Cafeteria, Cadet and Basic officers shall proceed to the next empty chair, place their food in front of them, and stand at parade rest until directed to do otherwise.
H. EXAMINATIONS
1. Examinations and skills tests may be held at
any time. They may cover one or a group of subjects. The results
of these examinations are recorded on a master sheet within the student’s
file. A student’s academic average is taken from this sheet.
a. Residential Students
A student who fails one (1) examination
will be
permitted to be retested one (1) time
within five (5)
days on that particular subject and
be required to attain a passing score. However, the original score
shall be recorded on the student’s permanent master sheet. If a student
fails another subject, it is at the discretion of the Director of Training
whether that student may be permitted to be retested in order to continue
as a student. If permitted to be retested, the student must attain
a passing score, however, the original score shall be posted on the student’s
permanent master sheet. A third failure or failure of a retest shall
result in dismissal.

(1) A passing score shall be required on all examinations. These scores shall be determined by the Director of Training.
I. VEHICLES
1. A student’s personal or department vehicle shall be parked in the rear of the parking lot located in front of the Maintenance Building facing the Academy. They shall not be permitted to be parked in restricted areas.
2. ALL student vehicles shall conform to Chapter 17 through 17D of the West Virginia Code and the West Virginia State Police motor vehicle inspection manual.
3. Student vehicles are off-limits at all times except when arriving or departing from the Academy, unless given permission by a Staff Officer.

2. Mail and other deliveries to the Academy shall be restricted to letters and small packages only.
K. OFFICER OF THE DAY DUTIES
1. The O.D. shall be responsible to see that all discrepancies discovered at morning inspection are corrected by 10:30 a.m. daily.
2. The O.D. shall be responsible to the Class Supervisor for the conduct of the class.
3. The O.D. shall turn in a written requisition of
classroom supplies needed by the class each Monday morning to the Class
Supervisor.

5. Each Field Night, unless otherwise directed by the Director of Training, the entry-level students shall clean the entire Academy.
6. The O.D. shall remain in Class A uniform and oversee any detail and obtain necessary cleaning materials from the Staff Officer.
7. Various work details, i.e., cleaning and painting assignments, may be assigned. The O.D. shall be in charge of these details.
8. The O.D. shall inspect all daily work details prior to morning inspection, and perform any other duty assigned by a Staff Officer.
9. The O.D. shall inspect throughout the day the Academy complex to ensure details are adequately maintained.
10. The O.D. shall be responsible for locking all doors and activating all exterior lighting as directed following taps.
11. The O.D. shall be responsible for unlocking all doors and deactivating all exterior lighting as directed prior to morning reveille.
12. The O.D. shall play taps in the evening and reveille in the morning.
L. MANUAL OF POLICIES, AND PROCEDURES
1. Each entry-level student shall be issued a copy of this manual at class orientation.
2. Any other student may be required by the Director of Training to be issued a copy of this manual.
3. All students will be responsible for returning the manual prior to their graduation, resignation, or dismissal from the Academy.

1. Everyone shall sign the roster each time they use the weight training facility, except by permission of the Director of Training or Staff Officer, when using the gym unless engaged in a scheduled training activity.
a. Basic and Cadet students are not required to sign this roster.
2. The gym is off-limits to civilians except by permission of the Director of Training.
3. The gym is off-limits if a class is present.
4. Two (2) people must be present when lifting weights.
5. Weights must be returned to their proper place.
6. No street shoes are permitted on exercise mats.
7. NO boxing, wrestling, or any other contact or competitive sport unless a Supervisor is present.
8. NO horseplay at any time.
9. The West Virginia State Police assumes no responsibility in your use or misuse of this facility and equipment.
10. Two (2) people must be present when using the sauna or steam room.
11. Do not exceed fifteen (15) minutes in the sauna.
12. Do not exceed twenty-five (25) minutes in the
steam room.

1. State Police personnel are hereby prohibited from modifying any computer owned or operated by the Division, unless the express authorization of the Superintendent has first been obtained. Such authorization must be obtained by directing a written request to the Director of Data Processing (Office Automation Coordinator). For the purposes of this regulation, the term “modify” shall include, but not be limited to the following:
a. To install new software, and/or modify, upgrade or remove existing software from a computer.
b. To change the basic configuration of computer hardware or software (excluded are procedures taught in Division sponsored training sessions which are integral to operation of the hardware or software.)
c. To attach any peripheral device to or remove any peripheral device from a computer (i.e., mouse, modem, CD ROM drive, scanner, etc.)
The above prohibition specifically excludes adjustments and/or changes made in an attempt to correct system, software or hardware malfunctions, so long as these changes are made by an authorized service technician or by a Division employee with the knowledge of the Director of Data Processing.
2. The unauthorized duplication of software constitutes a violation of Federal copyright laws, and as such is strictly prohibited.
3. Requests for permission to add software to Division owned computers should be restricted to programs which will enhance the Division’s ability to perform its mission or which will serve a legitimate training function.
4. Notwithstanding the above, the Director of Data Processing may delegate blanket authority under this policy to individuals specifically charged with the care of a computer system(s) dedicated to a specific Division entity (i.e., the BCI Computer Officer, the C.I.B. Laboratory Computer

5. Division personnel are hereby prohibited from accessing any Internet provider, other than the approved State Internet provider, on Division equipment or telephone lines without the specific permission of the Superintendent or his designee. Approval for Internet access must be obtained by written request, through channels, outlining the purpose/need for access.
6. Division personnel are hereby prohibited from accessing, displaying, printing, retrieving or storing any text, image or data of an “inappropriate nature” via the use of any computer equipment or telephone line which is property of the State. This same prohibition applies to any privately owned computer equipment which may for whatever reason be situated within a State owned or operated facility. For the purposes of this policy the term “inappropriate nature” means items such as pornographic images, text containing racial or ethnic slurs, or any other item of an offensive nature.
An exception is provided for legitimate needs
directly related to a criminal investigation, however, the appropriate
supervisory personnel must be informed, in advance, and any material of
this nature shall be properly secured.
